Legislative Advocacy Action Alert 2006


March 15, 2006—State legislation passes!
Thanks for all your communication with your legislators about the Low Income Energy Assistance Program.  The state sales tax has been removed from these funds for one year (passed the House last night in HB 1001 at about 2 minutes till midnight!).  This will mean about $2.4 million more for low income energy assistance and at least 9,600 more Hoosier families will be able to get assistance for their heating bills next winter.  Please thank your legislators for their support - it was unanimously supported, even though there was a vote against the bill in each house.  The votes against were about other parts of the bill.  We'll need their support again next year as we try to make the sales tax exemption permanent!  Click here to find your legislators.  Say thank you for their support of low income heating assistance!
 
SB 111 also passed this session.  Now schools that have 15% or more of their students qualify for free or reduced lunch will be required to offer the federal free breakfast program.  187 more schools will offer free breakfast to their students - and more federal dollars will come to Indiana.  This will help students be ready to learn when they come to school.

Feb.22, 2006 -- Low Income Energy Assistance passed committee
The Tax and Fiscal Policy Committee was very receptive to our argument that ALL of the Federal LIHEAP (Low Income Heating & Energy Assistance Program) funds SHOULD go to low income people to help keep them warm & safe, especially in this time of high energy costs.  They agreed to exempt these funds from state sales tax for 1 year.  However, our bill (HB1081) was amended into another bill, HB1001.  The Campaign for Hoosier Families has not taken a position on HB1001 (it is mainly property tax language), but we do want you to contact your Senator and express support for the concept of the state sales tax exemption on LIHEAP funds.  Click here  to contact your senator.  We will watch the progress of HB1001 and keep you apprised.  Thanks for all your efforts - Patt

FEB 13, 2006 -- REQUEST A HEARING FOR HB 1081!
It's looking like
HB 1081, exempting LIHEAP (Low Income Heating Assistance Program) funds from state sales tax,  is having a hard time getting a hearing in the Tax and Fiscal Policy committee in the Senate.   Senators are balking at a $2.4 million fiscal impact, BUT that is federal money which is SUPPOSED to go to low income energy assistance, NOT the state sales tax coffers.  Also, this cost would likely be covered by increased sales tax revenue from the increased price of home heating fuels anyway.  HB 1081 needs to get a hearing by next Tuesday in order to stay alive!

Please contact the senators on the committee below (and your own -  click here to contact your legislator)  and ask them to request a hearing for HB 1081.   

Also, please contact Governor Daniels and thank him for recognizing the need for additional low income energy assistance.  He has stepped up and provided some funding this year, but we need this legislation to provide funds for next year - next legislative session would be too late!

Feb. 7, 2006 ACTION ALERT —Tell Senate Committee members to support HB1081!

ANOTHER  
VICTORY!!!!  HB1081 PASSED  THE HOUSE UNANIMOUSLY  last night!!!!  This will mean more than 2 million additional dollars for the Low Income Home Energy Assistance Program (LIHEAP) and 9200 more families may be served.  This is great news.  Please thank your representative for support this bill.
